警务社会化路径之非政府组织初探--从公共物品理论的视角

摘要

Police provides law enforcement, social order maintenance and public services, all of which are social services. In terms of the attributes and the demand-supply relationships of them, they could be considered as public goods. By adopting the practice of voluntary supply, i.e. non-government organization supply, the requirements of public protection will be satisfied. Meanwhile, we will see an increase in the efficiency of police authority, an ease of the pressure of police staff, and a more harmonious police-citizen relationship. Additionally, the non-government organization approach will be beneficial to the foundation of the crime prevention and control system.%公安机关提供法律保障、社会秩序维持和公共服务三种劳务产品，从公共物品属性及供给的角度分析看，公共服务具备准公共物品的特性，可以通过采用自愿供给，即非政府组织供给的方式。非政府组织成为警务社会化主体不仅可以推进警务社会化的进程、提高公安机关的工作效率，而且可以和谐警民关系、缓解警力不足的压力，并促进社会治安防控体系的构建。
