全面二孩政策下生育保险制度改革完善研究

摘要

全面二孩政策实施后,我国生育保险制度需要与时俱进,通过强化卫生服务、提供免费的基本医疗服务等方式防范高龄产妇生育风险,提高保障力度;需要通过将生育保险并入医疗保险,保障男性的"父亲假",拓宽生育保险基金来源渠道,破解生育保险覆盖面小、参保率低的难题;需要规范生育保险基金支出,充分发挥商业保险的补充作用,促进生育保险制度的可持续健康发展.%After the two-child policy implementation, China's maternity insurance system needs to keep pace with the times.We need to strengthen health services and provide basic free medical services to prevent advanced maternal reproductive risk and improve the security system;we need to put the maternity insurance into medical insurance to guarantee the male paternity leave;we need to broaden the channels of birth insurance fund sources to break the problems of small maternity insurance coverage and low insurance rate;we need to regulate the expenses of birth insurance fund to give full play to the role of commercial insurance supplement, to promote sustainable and healthy development of the maternity insurance system.
