Cultural need is a complex system and is the basic way of human self -improvement . It guarantees benign operation and development essential society as a whole . The satisfaction of cultural needs is a gradual process from low level to high level . The construction of public cultural service system in national regions guided by cultural needs should be based on meeting the needs of biological instinct .
