In-situ urbanization is an important way of Urban-Rural integration and a path to promote urbanization which is suitable for Chinese conditions . And rural tourism integration can provide industry support for the in - situ urbanization and solve the problem of employment . Under the background of in-situ urbanization , governmental guidance and technical support are the pulling forces for in-situ urbanization . Meanwhile , the driving forces are the trends of increasing desire for travel and leisure products , citizens’ demand for employment , industrial structure optimization and enterprise collectivization . To complete the entire process of industrial integration , rural tourism needs to go through all the following steps:resource integration , technology integration , product integration , market integration and enterprise integration . To promote the tourism industry integration , the government needs to implement active policies , cultivating tourism enterprise group , establishing the community participation mechanism , and training and introducing talents .%就地城镇化是统筹城乡一体化的重要途径和符合中国国情的城镇化之路。而乡村旅游产业融合能为就地城镇化提供产业依托，解决就业等问题。在就地城镇化背景下，政府引导、技术支持是乡村旅游产业融合的拉力，市场的休闲偏好、居民的就业需求、产业的优化、企业的集团化等是乡村旅游产业融合的推力；乡村旅游产业融合需经过资源融合、技术融合、产品融合、市场融合然后到企业融合等阶段进而完成产业融合的整个过程；推进乡村旅游产业融合，需采取政府实施积极的引导性政策、培育旅游企业集团、建立社区参与保障机制、培养和引进人才等对策。
