2010年国内民生问题研究述评

摘要

In 2010 the domestic research on ~he livelihood issuesis fruitful~ involving many aspects of people＇s livelihood problem. Generally speaking, the study on the theory and thought of the people＇s livelihood is more than that of the people＇s livelihood practice. In order to develop and deepen the future related research, several suggestions are put forward for discussion： The first is to carry out practical academic study on the basis of clear definition of people＇s livelihood. The second is to promote the positive research method. The third is to promote the integration of multidiscipline and the research combination of experts and grassroots. What＇s more, the research results will be submitted to the relevant departments as references to set, adjust, modify and cancel the decision or policy. The forth is to strengthen the assessment on the people＇s livelihood projects which have been or are being implemented in order to provide intellectual support for allocating resources more effectively. The fifth is to strengthen the people＇s livelihood of Hongkong, Macao and Taiwan.%2010年国内民生问题的研究成果丰硕，涉及民生问题的诸多方面。但概括来说，对民生理论与民生思想的研究成果较多，对具体的民生实践的研究较为薄弱。为了拓展与深化今后的相关研究，提出几点建议以供讨论：一是明晰民生研究的概念，在此基础上进行务实的学术研究；二是提倡实证研究方法；三是提倡科级整合、专家学者与基层相结合的研究，并将研究成果提交有关部门，作为制定、调整、修改乃至取消决策或政策的参考依据；四是加强对已经或正在实施的民生工程进行绩效评估，为以后更合理的配置有效资源提供智力支持；五是加强对港澳台地区的民生研究。
