关于全面深化高等教育综合改革的思考

摘要

To deepen the comprehensive reform of higher education,we should understand the external requirement and environment correctly.Currently,the external environment and policy resources which are needed in deepening the comprehensive reform of higher education have been done with the basic and necessary preparation.The focus should be mainly on the complete and comprehensive re-form of internal system and mechanisms.Effective ways to reach a consensus of comprehensive and deeper reform include:preparation of problem awareness and proper top-level design,and sensibly tackling the three relationships about the comprehensive reform in actual work,namely the relation-ship between positive and negative systems,between operability and affordability in reform and between “dos”and “do-nots”.%全面深化高等教育综合改革，需要正确理解改革的外部要求和环境。目前而言，高校深化改革所需要的外部环境和政策资源已经做好了基础铺垫和必要准备，改革的着力点主要是对内部的体制机制进行全面、综合改革。全面深化高等教育改革，除了问题意识和顶层设计方面要有效达成思想共识外，实际工作中还要理性处理全面深化改革的三个具体关系，即正向与负向制度之间的关系、改革的可操作性和可承受性之间的关系、“有所为”与“有所不为”的关系。
