从国际海事立法趋势看渤海的立法需求

摘要

In recent years,the International Maritime Organization (IMO)becomes more pragmatic in making the Convention for the protection of the marine environment.The specific actions include:terms of execution of the Convention are evaluated periodically;provisions are added in the treaty port state control,and grading of the dues are introduced;the use of satellite information and images as evidence of infringement are recommended.This provides a new perspective and reference for us to re-examine the environmental legislation in Bohai.%近年来，国际海事组织（IMO）在海洋环境保护立法中更加注重实效，具体表现在对国际海事公约的执行力进行定期评估、增加港口国控制条约中的条款并引入分级港口税、建议使用卫星信息和图像作为侵权的证据等方面。这为我们重新审视渤海环境立法提供了新的视角和参照。
