河北省高层次、高技能人才队伍建设存在的问题及解决对策

         

摘要

以河北省为例,分析梳理当前高层次、高技能人才队伍建设存在着数量不足,质量不高,分布不合理,资金投入不足,人才流失严重等问题;指出待遇偏低、载体吸引功能薄弱、培训机制不健全、优惠政策和市场建设不完善是这些问题存在的原因;并就此提出树立人才优先发展理念、创新机制体制、完善人才培养体系、提升载体的吸引功能、健全人才培训机制、发挥市场作用、建立新型人才引进模式等建议。%Taking Hebei Province as an example,the article analyzes the current problems in the con-struction of high-level and high-skilled talents team,such as insufficient quantity,low quality,unreasonable distribution,lack of funding,and serious brain drain.And then the article explores the reasons,including low salary,weak research environment,imperfect training mechanism,incomplete preferential policies and market construction.Finally,the paper puts forward such suggestions as establishing the idea of talents pri-ority,innovating mechanism and system,improving the system of personnel training,enhancing research environment,perfecting the mechanism of talent training,giving the market full play,and establishing the new mode of talent introduction,and so on.
