基层治理视角下的社会工作与公民意识培养

摘要

Grassroots governance is an important part of the national governance system.As an important means to improve the grass-roots governance ability,social work's value and method and service play constructive but invisible roles in the cultivation of citizen consciousness.Starting from the lack of citizen consciousness in the process of grassroots governance,this article analyzed the im-portant role that social work plays in the cultivation of citizen consciousness,and gave some advice on this issue .%基层治理是国家治理体系中的重要一环。社会工作对基层治理的“侵润式”创新，表现在社会工作的价值理念、方法体系、服务过程在公民意识培养方面所发挥的潜移默化的作用。从基层治理过程中公民意识的缺失所导致的问题入手，分析了社会工作在培养公民意识方面的重要作用，并提出了以社会工作培养公民意识、推进基层治理的意见和建议。
