针对突发灾害造成的城市道路损毁、交通阻塞等多种不确定性、随机性特点,引入路网可靠性、行程时间可靠性等影响因素,结合城市路网交通分配的时变性,建立了一种基于双层规划思想的应急救援路径选择模型。并模拟突发灾害环境,对构建的模型进行模拟仿真分析。结果表明,较之传统单目标路径选择模型,所构建的模型能够在突发事件下快速对救援车辆进行路径匹配,显著降低行程时间延误,提高应急救援效率。%Urban traffic situations can become highly uncertain , because of bad road conditions or traffic jams , which can lead to unpredictable emergencies .By introducing the influencing factors of road network reliability and travel time reliability , a routing model was established to help with emergency rescues , which is combined with time variability of the traffic assignment based on bi-level programming .Furthermore , the mathematical formulations representing emergency circumstances were proposed and simulated .The results demonstrate the effectiveness of our bi-level rescue routing model by comparing it with the traditional single-target routing model through simulated ex-periments .And the travel time delay is significantly reduced , which means an improved efficiency with the emer-gency rescue response .
