拓展学术视野提升创新能力--北京大学中文系“国家建设高水平大学公派研究生项目”实施成效及问题初探

国家已把公派出国留学作为高层次人才培养的重要途径之一加以重点推进，“国家建设高水平大学公派研究生项目”实施历经六年，成效卓著，有效落实了“人才强国”和“建设创新型国家”战略，但仍存在一些问题亟待完善。文章总结该项目管理实施工作的得失，以期提高公派留学的效益，为今后该项目的科学管理与有效推进提供参考建议。%Thegovernment-fundedprogramforgraduatestudyabroadhasbeentakenasoneoftheim-portantapproachestohigh-leveltalentcultivationinourcountry.“TheGovernment-fundedProgramfor GraduateStudyAbroadintheConstructionofHigh-levelUniversities”hasbeenimplementedforsixyears andhasgainedoutstandingresults,thushavingeffectivelyenforcedthestrategiesof“strengtheningChina throughtalents”andof“buildinganinnovation-orientedcountry”.However,theprogramstillneedsim-provement.Thispaperaimstosummarizethesuccessesandfailuresgainedinthemanagementandimple-mentationoftheprogramsoastoenhancetheefficiencyofgovernment-fundedprogramsforstudyabroad andtoproposesuggestionsforthescientificmanagementandeffectivepromotionofsuchprogramsinthe future.
