突解社会管理与社会和谐稳定的实证研究——以社区管理为研究视角

Community becomes more and more important in social development and modernization construction along with the development of economy and acceleration of urbanization process,and strengthening and improving social management turns into a significant task to government.This article descants city lower management institution innovation of Guiyang from six aspects,its key contents lie in "top-level design",overall consideration;making subtraction on management system;making addition on service pattern;establishing professional conciliation committee and "four incorporations",finally offers some constructive suggestions.%随着经济的发展和城市化进程的加快,社区在社会发展和现代化建设中的作用日益凸显,加强和完善社区管理成为政府面临的重大课题。贵阳市城市基层管理体制改革其核心在于＂顶层设计＂,统筹兼顾;管理体制上做＂减法＂;服务模式上做＂加法＂;组建专业调解委员会和＂四个纳入＂等。
