基于平衡计分卡的公安派出所年度综合考评研究

             

摘要

公安机关的年度综合考评工作需要完善的指标体系作支撑。当前公安机关年度综合考评指标体系存在缺陷,致使年度综合考评的功效未能尽致发挥。应用平衡计分卡理论,紧紧围绕公安派出所的核心职能,选取能集中反映公安派出所工作绩效的主要因素作为目标,构建多角度评价与激励的平衡指标体系,可以避免评价中的不公平因素和人为因素,引导派出所工作科学发展。、%The annual comprehensive evaluation work of the public security organs requires complete index system to support. Current annual comprehensive evaluation index system of the public security organs is flawed, leading to the failure of its effect of annual comprehensive evaluation. With the application of the balanced scorecard theory, centering on the core functions of the police station, and selecting the main factors which can intently reflect the job performance of the police station as a target,we should build a multi-angle balanced evaluation index system and incentives to avoid the unfair evaluation factors and human factors, and to guide the scientific development of the police station work.
