第三方评估政府绩效的困境及对策研究--基于公务员感知视角

         

摘要

“第三方评估”政府绩效作为区别于政府自评的一种外部评估形式,近年来得到许多探索和实践,但其在我国的发展仍面临诸多问题。研究从公务员感知视角,采用一对一深度访谈的形式,基于访谈调查获得的定性资料,分别从第三方评估理念、评估主体和评估制度三个方面对“第三方评估”面临的困境进行了分析,提炼出“第三方评估”在操作层面存在的问题,并在此基础上提出包括转变评估理念、优化评估主体和健全相关法制在内的解决对策。%The government performance,as a kind of external evaluation form which is different from the government evaluation,has been explored and developed in recent years,but it still faces many problems in the development of our country in the third party evaluation.Research from the perspective of civil service perceived by the form of interviews,based on the investigation and interview to obtain qualitative data,respectively,from the concept of third party assessment,assessment evaluation subject and three aspects of the system the dilemma faced by third-party assessment are analyzed,refining a third-party assessment at the operational level of problem,and on this basis,put forward including changing the evaluation ideas,optimize the evaluation subject and improve the relevant legal system,countermeasures.
