基于层次分析的县域基础教育政策评估指标体系构建

         

摘要

County foundation education policy evaluation index is the effective tool to effectively monitor and evaluate the government at the county level in basic education in the process of policy implementation effort degree. At present,the lack of basic education policy evaluation index system of the county is one of the main factors that restrict education poli-cy evaluation activities. How to construct the scientific evaluation index system are the core and key to detect county basic education policy level. Analytic Hierarchy Process (AHP) is a kind of multi-criteria decision making method,both quantita-tive and qualitative analysis,to system,complex mathematical thinking,subjective judgment will be quantified,effectively measure policymakers judgment. Using Analytic Hierarchy Process (AHP) to construct the basic education policy evaluation index system of the county,can effectively evaluate covers the county education funding policy,teachers in basic education policy,the quality of education policy,education fairness and satisfaction of five core dimensions.%县域基础教育政策评估指标是有效监测和评估县级政府在基础教育政策执行过程中努力程度的有效工具。目前,县域基础教育政策评估指标体系的缺失是制约教育政策评估活动开展的主要因素之一,如何建构科学的评估指标体系是检测县域基础教育政策水平的核心与关键。层次分析法(AHP)是一种多准则决策办法,兼顾定量与定性分析,能够将系统、复杂的思维数学化,将主观判断定量化,有效地测度决策者的判断。运用层次分析法构建的县域基础教育政策评估指标体系,能够有效评估涵盖县域基础教育政策中的教育经费政策、教师政策、教育质量政策、教育公平和满意度五个核心维度。
