论弱势群体话语权保障存在的问题与路径选择--以基层政府治理能力为视角

摘要

基层政府是弱势群体话语诉求表达的主要对象，基层政府的治理能力直接关系到弱势群体话语权能否实现。但当前，我国基层政府的治理能力还不高，表现在公共服务意识和能力低、回应能力不足、用法治思维和法治方式解决问题的能力不高等，导致弱势群体的话语权得不到充分的保障。因此，必须提高基层政府的治理能力来保障弱势群体的话语权，维护他们的利益。%The grass-root government is the main object of discourse expression of the vulnerable groups, and the govern-ance ability of the grass-root government is directly related to the realization of discourse right of vulnerable groups.But at present, governance ability of the grass-root government in our country is not strong, which leads discourse right of vulnerable groups not to be fully protected.Consciousness and ability of public service is not enough, and response ability is insufficient, and the ability of u-sing the rule of law to solve problems is low.Therefore, we must improve the governance ability of the grass-root government to pro-tect the discourse right of the vulnerable groups and safeguard their interests.
