关于推进辽宁沿海经济带人力资源开发一体化的双主导模型探讨

     

摘要

In the traditional area of regional human resource development integration researches, the theory and practice field lean to consider that the principal of government plays single-leading effect in the process of integration and the literatures testify much thereof. Through the previous investigation we found that the principals from five areas i.e. industry, academia, research institutions, capital operation organization and government are interacting in the process of the human resource development integration in Liaoning Coastal Economic Zone. This paper used AHP method and got the weights 31.9%and 31.55%of industry and government respectively and the result doesn’t support the single-leading model. On basis of the data result constructed a dual-leading model for promoting the human resource development integration in Liaoning Coastal Economic Zone and elaborated their acting mechanisms and the future operational mode.%在区域人力资源开发一体化研究的传统领域,理论界和实务界比较倾向性的观点和做法是,在一体化的过程中,主要由政府单一主体发挥主导作用,文献也多见人力资源开发一体化的单主导模型分析。但课题组通过专家调查问卷和AHP法测算,发现在推进辽宁沿海经济带人力资源开发一体化的过程中,产业界、学界、研究界、资本运营组织及政府五个相关作用主体的相应权重结果不支持传统的单一主体推动模式,其中产业界和政府的权重分别为31.9%和31.55%。本文基于此构建了辽宁沿海经济带人力资源开发一体化的双主导模型,并阐述了其作用原理及未来的运行模式。
