选择合适的合作伙伴,是社会资本联合体参与PPP项目关键成功要素.围绕社会资本联合体的合作伙伴选择与评价问题,在综合考虑社会资本联合体在融资、设计、建设和运营方面差异互补的基础上,从任务和关系视角探索建立社会资本联合体合作伙伴优选决策指标体系.针对决策指标体系,基于综合评价的研究理论与方法,在系统整合云模型在定性描述与定量表示之间相互转换的优势和灰关联法信息利用率高、数据处理简便优点的基础上,构建社会资本联合体的合作伙伴优选决策模型.实例应用表明,该优选决策指标体系和模型,能有效对任务和关系要素进行评估预测,合理确定各备选合作伙伴的排序,可为选择合适的备选合作伙伴提供决策依据.%Choosing the right partner is the key success factors that social capital consortium participate in PPP projects. This paper deals with the partner selection and evaluation of social capital consortium. Based on considering the differences complementary of social capital consortiumn in financing,design,construction and operation,this paper establishes the index system based on tasks and relationships. Focusing on the index system,it establishes the decision models of partner selection and evaluation based on cloud-model and gray correlation method. Application example shows that the decision-making index system and decision model can effectively predict the tasks and relationships, and scientifically and reasonably determine the investment order,providing decision-making basis for the partner selection and evaluation of social capital consortium.
