加拿大原住民劳动力就业政策:回顾、意义与启示

         

摘要

促进并帮助原住民就业、接受技术培训,是加拿大政府要解决的首要任务之一。自1989年起,加拿大《通向成功之路》及其一系列就业与培训政策的出台,对于提高原住民就业水平、获得资金支持、健全社会保障制度以及增强原住民自治等方面均起到关键性作用。在回顾加拿大原住民就业政策发展与演化的基础上,论述了实施这些政策的经验教训与意义,并对我国少数民族群体就业提出启示。%Helping the Aboriginal people find jobs and better ways to meet the labor market needs is one of the priorities confronted with the Canadian government. Since 1989, the implementing of Pathways to Success and its successor programs has played a key role in increasing the employment rate, securing sufficient financial resources, consolidating social security policy for Aboriginal people and enhancing Aboriginal self - government. Based on the evolution of Canadian Aboriginals' employment programs, this paper outlines the lessons and significance of Pathways to Success and its successor programs, aiming to shed light on the employment and training programs for Chinese ethnic minority groups.
