后现代公共行政话语视角下公共政策制定中的公民利益表达研究

摘要

China is in the complex and interests diversification times, public policy formulation distributing interests make expression of citizens interest enthusiasm. But in the process of public policy formulation, expression of citizens interest faces to obstacles that are different from post modem public administration？ s words theory： closed and single thought, straight-line bureaucracy words mode, one-way communication path and a unnormalization words domain. It reveals to us that we should start doing system innovations to re-establish the objectives and spirit for expression of citizens＇ interest, build a ＂pulic energy field＂ that conforms to rule of public policy formulation, and establish a benign network for expression of citizens＇ interest.%我国正处于利益多元化的复杂时期，公共政策制定对利益的分配使得公民开展利益表达的热情高涨。在公共政策制定过程中，公民利益表达却遭遇了与后现代公共行政话语理论相背离的话语障碍：封闭单一的话语思维、单向沟通的对话途径、直线式官僚制话语模式和非规范化的话语场域。为此，我国要寻找公共行政与社会参与相契合的途径，构建一个公共政策制定的“利益话语能量场”，建立良性互动的公民利益表达话语网络，实现公共政策制定中公民利益表达的制度创新。
