Since China＇s reform and opening in 1978, spectacular achievments have been made in economic construction, but the problem of the gap appeared between the poor and the rich, which endanggers the essence of socialism to finally realize common prosperity. The solution of the gap between the rich and the poor can not be achieved by the first distribution which pursues the market fair and sacrifices the social justice. The second distribution pursuing the social justice and facing many reality of pressure can not resolve the problem, either. So, the third distribution must be developed by the way of the force of moral and enforcement measures.%改革开放以来，我国经济建设取得了举世瞩目的成绩，也出现了巨大的贫富差距问题，直接关系到社会主义的共同富裕能否最终实现。要解决贫富差距，追求市场公正而牺牲社会公正的第一次分配无法实现，追求社会公正而面临诸多现实压力的第二次分配也无法实现，所以，必须大力发展以道德为力、以非强制方式进行的第三次分配。
