With the experience of governing Russia for more than a decade,President Putin formed a series of his own ideas that fit Russian conditions to promote the state governance system and the modernization of governing capacity in Russia. He deemed the national question as the fundamental question of the state and proposed some basic principles. E. g. ,cultural pluralism should not become privilege for the few,and sovereignty,independ-ence,and territorial integrity are insurmountable redlines. He also proposed specific state governance principles, such as:government works at every level should be oriented toward just,evaluable,transparent,and simple per-formance;new models of oversight should be comprehensively promoted;public opinion and views should be deemed as the major criterion to evaluate the performance of governmental service agencies;power must be con-strained and civil servants must follow their professional norms;oversight by various types of inspection agencies must be highly valued;and self governance at the primary level must be emphasized. These ideas deserve serious consideration for reference for our country,which is currently in the process of advancing state governance system and governing capacity modernization.%俄罗斯总统普京，经历十几年执政，对推进俄罗斯国家治理体系和治理能力现代化形成了自己一套紧贴俄罗斯实际的思考。他把民族问题视为国家的根本性问题，提出文化多元不应当成为少数人的特权；主权、独立和领土完整是不可逾越的红线等根本原则。在具体治理国家原则上，他提出，各级政府工作的所有环节都应当以工作绩效公正、可评估、透明、简单为导向；全面推广新型监督模式；把公众的意见、民众的观点作为评价政府服务机构工作绩效的主要标准；权力必须受到制约，公务员必须遵守自己的职业规范；要高度重视对各类检查机构的监督；强调基层自治，等等。这些思想值得在当前推进国家治理体系和治理能力现代化进程中的我国加以认真借鉴。
