国内其他城市农村客运发展情况及对南宁农村客运发展的启示

摘要

Through the practice research of rural transport development experience of other domestic cities,and based on the current sit-uation of rural transport development in Nanning,the paper points out the enlightenments of rural transport development of other cities’ experience to Nanning rural transport work,and puts forward several suggestions.The research results can provide the rural transport management department with management mode from the aspects of system,industry,operation and supervision,and provide reference basis for them to make rural transport tasks in different stages.%农村客运发展是农村经济发展的现实需求，是推进交通运输精准扶贫，解决“三农”问题的前提和保障。通过实践调研国内其他城市农村客运发展工作经验，认为政策的创新、规划的先行、严格的准入、规范化的审批、多元化的监管以及多模式的运营可以有效促进农村客运发展。同时深入剖析南宁市建制村通班线率低、运营成本高、非法运营及安全隐患突出等现状问题，为南宁市农村客运工作开展提出实施建议。研究成果有助于农村客运管理部门从体制、行业、运营、监管等方面明确管理模式，为其制定农村客运各阶段工作任务提供参考。
