2009年4月，中国开始实施跨境贸易人民币结算试点，正式拉开了人民币国际化的帷幕。目前跨境贸易人民币结算取得了很大的进展，已在全国和世界范围内铺开，并累计达到了3万多亿元的结算规模。然而，当前中国所实施的较为严格的资本项目管制，已经严重地阻碍和制约着跨境贸易人民币结算以及人民币国际化向纵深推进。本文在重点分析了当前资本项目管制对跨境贸易人民币结算抑制的基础上，紧紧围绕放松和取消资本项目管制问题，打破“禁区”，创新性地提出了一系列解决这一重大问题的思路，旨在帮助促进中国跨境贸易人民币结算以及人民币国际化深入开展，实现人民币由“结算货币”向“投资货币”的关键转换，为人民币进一步开放和成为国际性货币奠定重要的基础。%In July, 2009, China began to implement the RMB settlement pilot of cross - border trade, for- mally opened the curtain of the RMB internationalization.
