文化安全包括国内文化安全和国际文化安全，无论国内文化安全还是国际文化安全，都需要意识形态、文化事业和文化产业三部分支撑。意识形态是核心，文化事业和文化产业是基础，只有发展好文化事业和文化产业，才能更好地维护意识形态。就我国目前的文化事业和文化产业发展情况来看，将来一段时期内，加强文化建设支出预算管理、公共财政支撑，是保护国家文化安全的关键。公共财政是文化发展的重要物质保障。社会融资的“休眠”困境，需要时间演进，需要投资示范，需要激发引导。通过对辽宁文化建设财政政策的优化研究，对于我国文化建设发展理论、财政政策优化理论、国家文化安全保障研究有重要的学术价值、实践价值。公共财政文化支撑研究，是为文化事业、文化产业发展打井铺路，也是为国家文化安全夯基筑防。%For the security of national and international cultures, it needs the support of ideology, cultural career and cultural industry.
