Based on the theories and methods of transit network de sign, the paper gives a non-continuous and non-equilibrium model and its alg orithm, the model includes two sub-model, one finds line's start-end stations , the other solves transit network optimization scheme.%在分析现有的公交网络设计的研究成果基础上，提出了离散非平衡公交网络优化模型.考虑到公交网络优化的复杂性，该模型分成两个子模型：一个子模型确定公交线路的起讫点和备选线路的出车频率，另一个子模型确定公交线网优化方案.模型采用遗传算法求解.
