城镇化均衡发展视阈下流动人口差异性住房保障政策研究

摘要

Urbanization in China is not balanced,the main causes of which are polarization in city scale and the irrational population flow.Effective housing security policy can guide the population move-ment toward small and medium-sized cities,upgrade the scale of such cities,and balance the urbaniza-tion.However,the current housing security policies do not play such a role.This paper argues that, first,to accommodate the floating population,discriminative housing security policies should be made for cities of different scales;and second,the housing security policies should be implemented with the support of the central government financial transfer payment and the reasonable allocation of basic public services resources.%我国城镇化处于非均衡发展状态，城市规模呈现两极分化的特点，流动人口的不合理流动是造成这一问题的重要原因。有效的住房保障政策可以引导流动人口向中小城市聚集，从而提升中小城市规模，实现城镇化均衡发展，但目前我国的住房保障政策并未发挥这一作用。针对流动人口应该采取差异性的住房保障政策，并在中央财政转移支付和基本公共服务资源合理配置的支持下，切实发挥该政策在促进城镇化均衡发展中的作用。
