长期以来，检察机关尤其是基层检察机关介入生产安全事故面临各种问题，甚至出现了“介入失灵”的困境。为解决这些问题，北京市大兴区人民检察院在长期司法实践的基础上，尝试与辖区内两个安监局建立联系配合机制，明确检察机关与事故调查组之间的关系，拓宽检察机关介入生产安全事故的渠道，围绕最新司法解释明确事故通报标准，规定检察机关意见应当纳入事故调查报告。通过以上制度创新，探索基层检察机关介入生产安全事故的有效路径，争取为更高层面的制度设计（乃至顶层设计）提供先行经验。%For a long time, the procuratorial organs, especially the basic-level procuratorial organs which are involved in the production safety accidents are faced with various problems, and even appeared in the predicament of "intervention failure". In order to solve these problems, based on long-term judicial practice, Daxing District People's Procuratorate in Beijing tries to establish cooperative mechanism with two Production Safety Supervision Bureaus. It clariifes the relationship between the procuratorial organs and accident investigation team, broadens ways for prosecutors to be involved in production safety accidents, and sets that the views of the procuratorial organs should be included in the accident investigation report according to the accident reporting standard stipulated by the new judicial interpretation,. Through the above system innovation, Daxing District People's Procuratorate explores the effective path for the basic-level procuratorial organs to be involved in the production safety accidents, hoping to provide some ifrst-hand experience to system design of higher level (and even the top-level).
