农村低保制度中农村居民参与的影响因素及对策研究

摘要

As important participating body of Rural Lowest Living Security System, rural residents' activities directly influenced efficacy, operation results, evaluation and changing of system. Now, the mechanism of rural residents participating system is deficiency, participating willing is insufficient and they tend to adopt individual non-institution way,the results are usually inefficiency. The influencing factors mainly include comprehensive qualities of rural residents, rural culture environment, institution and right system etc. Finally, several countermeasures were put forward, such as improving rural residents qualities, guiding influencing direction of residents culture idea and local knowledge, endowing residents participating right and so on.%在农村低保制度中,农村居民作为制度的重要参与主体,其参与行为直接影响农村低保制度设计的有效性、实施效果及制度的评估和变迁,但是目前农村居民参与制度的机制缺乏,参与意愿不足,倾向于采取个体性的非制度化参与方式且参与结果无效,其影响因素主要包括农村居民综合素质、乡村文化环境以及制度与权力体系等方面的局限,并提出提高农村居民素质、合理引导居民的文化观念和地方性知识的影响方向、赋予农村居民参与的权力等对策.
