日本的印太战略理念与政策实践

摘要

基于争做"一流国家"的对外战略目标,安倍政府领导下的日本对印太地缘政治反应积极.对"印太"地缘战略理念的追随,不仅体现在日本领导人对外战略思想和政策思路中,也体现在日本的外交实践中.日本的"印太"战略理念通过三个途径加以实施:安全保障、经济合作以及文化和人文社会交流.日本"印太"地缘外交的实质是谋求"政治大国"地位、获取经济利益及拉动长期低迷的日本经济发展、针对中国的较量与博弈.可以预见,随着印太地区利益格局的变化,中国外交战略的拓展、中国的崛起难以逆转,美国战略的不确定性,未来日美印太战略前景黯淡,以日本为主推动印太战略则更没有现实基础.%Based on its strategic goal of being a"first-class nation",Japan under the Abe administration has been active in the Indo-Pacific geopolitics.The pursuit of Japan's"Indo-Pacific"geo-strategic concept is re-flected not only in the strategic thinking and policy ideas of Japanese leaders,but also in Japan's diplomat-ic practice.The idea of Japan's"Indo-Pacific"strategy is implemented through three approaches:security, economic cooperation,cultural and people-to-people exchanges.The essence of Japan's Indo-Pacific geo-politics is to seek the status of being a"political power",to gain economic benefits and promote the eco-nomic development of Japan,and to play against China.Predictably,with the change of the pattern of in-terests in Indo-Pacific region,the development of China's diplomatic strategy and the irreversible rise of China,the uncertainty of the U.S.strategy and the gloomy prospect of US-Japan Indo-Pacific strategy,Ja-pan does not have a practical basis to play a major role in promoting the Indo-Pacific strategy without the United States.
