高职院校学术委员会的基本职能与政策建议

摘要

学术委员会是教授行使学术权力的主要组织形式，也是高职院校最高学术权力机构和内部治理结构的重要组成部分。针对高职院校学术权力缺失、决策科学性差、人才培养模式改革成效不显著等问题，在案例分析的基础上，论证了建设学术委员会的必要性，并提出了依靠学术委员会增强内部“造血机能”、完善人才培养模式改革顶层设计、提升依法自主办学能力的观点；最后提出了建设高职院校学术委员会的政策建议。%Academic Board is the main organization form for professors to perform academic authority and the crucial part of the highest academic authority institution as well as the internal governance structure. Focusing on the issues of lacking of academic authority, out of scientific decision, undesirability in student cultivation mode, we discuss the necessity of academic board building and proposed the design, viewpoints and suggestions.
