我国分级诊疗政策分析——基于政策工具视角

摘要

Through the design analysis framework,delineation analysis module,coding classification and statistical description,this pa－per analyzes 25 relevant hierarchical diagnosis and treatment policy documents issued by Chinese government from the two dimensions－ba－sic policy tools and policy stakeholders－and deeply analyzes the imperfections and shortages of Chinese hierarchical diagnosis and treat－ment policy to provide decision basis for the optimization and improvement of the hierarchical diagnosis and treatment policy.%文章通过设计分析框架、划定分析模块、编码分类、统计描述,从基本政策工具和政策利益相关者两个维度对我国出台的25份分级诊疗相关政策文件进行分析,深入剖析了我国分级诊疗政策存在的缺失与不足,旨在为分级诊疗政策的优化与完善提供参考.
