Analysis of Federal and State Policies Affecting Services to Mentally Retarded and Other Developmentally Disabled Persons: State Perspectives

The report provides information to the intradepartmental working group established to develop cost-effective Federal policy options for enhancing independence, productivity, and community integration for mentally retarded and other developmentally disabled persons. The report provides information on the impact of Federal programs and policies regarding community-based services (CBS) for mentally retarded and developmentally disabled persons. It examines the organization and financing of community-based services in six states, three high-CBS emphasis states and three low-CBS emphasis states. Interviews were conducted with key state officials and representatives of other organizations to determine major factors in developing state policies regarding community services to mentally retarded and other developmentally disabled persons.
