论公共部门的服务标准--由英国公民宪章运动到我国服务型政府建设

Since the 1990 s British chartism greatly improved its public sector service quality, this for our country the current focus on building a service-oriented government can provide a reference model. The determination of public sector service standards to bridge the value of the gap between the government and society, the government can better service for the society, the society also can get a better public services. Therefore, we need to always put people's interests, strengths, and the principle of dynamic adjustment, implementation of various departments work standards to service standards.%英国20世纪90年代开始的公民宪章运动大大提高了其公共部门服务的质量，这为我国当前所着力构建的服务型政府提供了一种可以借鉴的模式。公共部门服务标准的确定有利于弥合政府与社会之间的价值鸿沟，政府可以更好地为社会服务，社会也可以得到更好的公共服务。因此，需要本着人民利益至上、量力而行、动态调整的原则，实现各个部门的工作标准向服务标准的转变。
