高层次科技人才分层引进及评价研究

         

摘要

In view of the characteristics of overseas high-level scientiifc and technological talents, the paper studies the standards of dividing different levels of talents, establishing a reliable evaluation mechanism with multi-angle and diversiifcation. Hierarchy analytic method is used in determining the weight of each index. Those provide the basis for the introduction of professional talents in China. In this paper, the S&T talents are divided into three levels: top scientists, outstanding scientists, and brilliant scientists. Top scientists are those who would be introduced with highest priority, while outstanding scientists have the potential to grow into top scientists. And brilliant scientists are the last ones to be introduced. That is to ensure the talents introduced are at least above the average of the academic standards globally. The paper puts forward an evaluation system of S&T talents, which takes their growth stages and disciplines’ difference into account, and emphasizes on the academic reputation, outstanding academic quality and other related factors of the S&T talents in respective disciplines.%针对高层次科技人才的特点,研究了不同层次人才的确定标准,建立多角度、多元的可靠的评价机制,利用层次分析法确定了各指标的权重,为我国人才引进工作提供了评价依据。本文将科技人才分为三个层级:顶尖科学家、杰出科学家、优秀科学家。顶尖科学家是人才引进中重点关注的对象,杰出科学家有成长为顶尖科学家的潜力,而优秀科学家是人才引进时的最低限,保证引进的人才在国际、国内的学术水平在均值以上。综合考虑了科技人才的成长阶段、所处的不同学科差异,并突出科技人才在本学科的学术声誉、杰出的学术素质等因素,提出了科技人才的分层评价指标体系。
