农村教师专业发展的保障状况与对策——基于浙江省的调查研究

     

摘要

"Outline of Longer- term National Educational Reform and Development Project 2010 -2020" put forward that the quality of elementary and secondary teachers should be improved based on focus on rural teachers. It leads to that more and more people are giving the emphasis on research on the protection for rural teacher professional development. The questionnaire and interview research in Zhejiang province found that rural teacher professional development has been well - designed, but lack time of professional learning, fund input and guide resources. We need to set up dual - tracK approach for urban and rural teach- er norm, innovate the system of professional fund, structure the policy of urban - rural teacher exchange, and explore the ap- proach for elose professional support for rural teachers, in order to solve these issues.%《国家中长期教育改革和发展规划纲要(2010-2020)》提出以农村教师为重点,推进中小学教师队伍建设。农村教师专业发展保障现状成为关注的焦点。我们通过对浙江省的问卷和访谈调查发现,农村学校教师专业发展制度保障完善,但是专业学习时间、专业发展经费和专业引领等资源保障缺乏。解决这些问题需要,建立城乡教师编制双轨制,创新专业发展经费保障制度,构建城乡合理的教师交流机制,以及探索近身专业援助的模式。
