闽北推进和深化集体林权改革办法的探索

摘要

Based on the investigation of the present situation of Northern Fujian Province in the deepening and consol-idation of the collective forest tenure reform, summarizes the main problems and experience the basic approach, pro-poses information sharing platform construction, policy supporting, service mechanism; strengthen supervision, media-tion of disputes; the transformation of work, improve the efficiency of forest right certification; technical support, to solve the difficult problem and increase economic benefit so as to provide references to advance and deepen the re-form of collective forest right system and improve the forestry economic benefit.%﹕该文通过闽北集体林权改革的现状调查，分析存在的主要问题，提出了建设平台，信息共享；政策扶持，服务机制；加强监管，调解纠纷；转变工作方式，提高发证效率；技术支持，提高效益等措施，以期为推进和深化集体林权制度改革，提高林业经营效益提供参考。
