浙江省排污权交易制度及其对碳排放交易机制建设的启示

摘要

The designing features and operating results of the emission trading system in Zhejiang Province were first introduced in this paper.Based on the investigation of the present situation and problems of carbon trading market in China in combination with the real situation of Zhejiang Province,the principal idea to establish carbon trading in Zhejiang Province was proposed.The corresponding terms of emission quotas issued,compensation obtained,monitoring verified and trading supervised can be made in light of the experience of emission trading system,meanwhile the emission trading management platform can be shared for carbon emission trading,which is of importance on the construction of carbon trading system in Zhejiang Province.%介绍了浙江省排污权交易制度概况,分析了中国碳排放交易市场现状及存在问题,结合浙江省实际,提出了浙江省建立碳排放交易机制的总体思路,指出碳排放权的配额发放、有偿取得、监测核证、交易监管机制可借鉴排污权交易体系进行构建,碳排放交易可依托排污权交易综合管理平台进行.
