关于构建黄河三角洲排污权交易机制的思考

摘要

如何将黄河三角洲地区的生态环境保护和推动区域经济发展结合起来,建立一种行之有效的污染控制机制,是当前黄河三角洲发展的必然选择。本文通过对经济发展、环境保护、法律保障、权益规范等因素的综合分析认为,在黄河三角洲建立排污权交易机制的条件已经成熟,应当尽快制定黄河三角洲排污权交易法规和相关配套政策,确定适合黄河三角洲生态保护需求的污染总量控制目标等排污权交易制度的核心内容,逐步建立和完善黄河三角洲排污权交易机制。%It is an inevitable choice for Yellow River Delta to combine ecological environment protection with regional economy development in Yellow River Delta to establish an effective pollution control mechanism.On the basis of comprehensively analysis on the factors such as economic development,environmental protection,legal protection,and rights and interest standard,this paper believes that the conditions of establishing the transaction mechanism of sewage discharge right have been mature,it is imperative to make the laws and regulations concerning pollution discharge rights and relevant supportive policies,decide on the core contents of transaction mechanism such as total pollution control target in Yellow River Delta as soon as possible,and gradually establish and improve the transaction mechanism of pollution discharge rights in Yellow River Delta.
