混合所有制职业院校改革的进展、路径及值得关注的问题——基于4所案例院校的分析

In the four years'time from policy released to reform practiced,the reform of mixed ownership vocational colleges have made substantial progress. Based on theoretical discussion, policy analysis and practice summary, the orientation and the content of the reform of the current mixed ownership vocational colleges is clear, the reform path of which includes promoting multivariate″hybrid″of school property organization structure,constructing internal governance structure with responsibility, high efficiency and being incentive, as well as promoting the innovation of multilateral cooperation mode of running schools.Concerns from practice show that the profit and non-profit classification of a mixed-ownership vocational college, recognition of the identity of reform colleges, the protection of state-owned assets, improvement of the internal governance structure and further strengthening of government guiding deserve dedicated attention for further reform of mixed ownership vocational colleges.%从政策出台到实践落地的四年间,混合所有制职业院校的改革已经取得实质性进展.基于政策分析、学理探讨和实践总结,认为当前混合所有制职业院校改革的方向与内容已明晰,其改革路径体现在推动学校产权组织结构的多元"混合",建构"权责一致、高效、激励"的内部治理结构,以及不断创新多方合作办学模式.对实践的反思发现,如何明确混合所有制职业院校法人的营非分类、认定院校身份、保护国有资产、完善内部治理结构以及强化政府引导,是下一步混合所有制职业院校改革应关注的重点问题.
