For the multivariable control system with time delays,the association analysis and variable pairing become the first step in designing control system. A new pairing method defined by step response of transfer function in time domain and based on RNGA and power consumption was deduced to improve the time delays. Analyzing the examples demonstrates that the new method can balance time delays and response time.%对于多变量时滞系统,回路间的关联分析和变量配对是控制系统设计的第一步.在RNGA变量配对方法的基础上,对其时滞考虑不足进行改进并得到一种新的基于能量消耗的变量配对方法,新方法是在时域内基于传递函数的阶跃响应进行推导得到的.最后通过实例分析验证这种方法能很好地平衡时滞与时间常数.
