生态视角下的城市增长边界划定方法——以杭州市为例

         

摘要

Under the background of the ecological deterioration and unbalanced land demand-supply, this paper sets up the GIA-CA spatial model from the perspective of ecology based on the analysis of Green Infrastructure Assessment (GIA) and constrained Cellular Automata (CA) to clarify the misunderstanding in the method of determining the urban growth boundary. Shifting from the traditional passive defense mode to active regulation mode, this model identifies the urban growth boundary to control the urban sprawl and guide the urban growth to the suitable areas with the ecological classification and limited supply of urban land as the macro-constraints in urban growth simulation. The case study of Hangzhou demonstrates that this method is very helpful to the healthy urbanization.%以生境恶化和土地资源供需平衡两大现实问题为背景,针对当前城市增长边界划定方法存在的误区,在分析GIA与约束性CA模型的基础上,构建了生态视角下的GIA-CA空间模型.该模型将生态保护的传统被动防御转变为主动控制的模式,以城市存量土地“质”的生态分级和“量”的有限供给作为空间增长模拟的宏观约束条件,从而划定城市增长边界,达到控制城市蔓延和引导城市在适宜发展区域增长的目标.最后,杭州的实证研究证明,以GIA--CA模型划定城市增长边界能够破解当前城市蔓延相关问题,从而保障了健康城镇化的顺利进行.
