By analyzing the "dual-track" development features, and "land allocation" problem in land ownership, land market and land use control, this paper discusses that the land is a key issue to the balanced urban-rural development in metropolitan area. The way to fulfill the land allocation transformation should be based on three mechanisms, including land development right balance mechanism, benefit-sharing mechanism and multi-participation decision-making mechanism.%大都市区的发展将成为中国城镇化的新阶段.分析了大都市区"双轨"发展特点,认为其引发的"土地配置"问题主要集中于土地产权、土地市场流转和土地使用管制.指出大都市区地区实现城乡统筹的核心在于土地,应当"构建土地开发权利平衡机制、构建土地开发利益共享机制、构建多方参与土地决策机制"来实现大都市区"土地配置方式的转型".
