供给侧结构性改革背景下近期建设规划研究——以重庆两江新区为例

摘要

近期建设规划作为指导实施层面的规划创新,在供给侧结构性改革背景下面临着新的使命和要求.首先就现有近期建设规划编制和实施进行反思,分析存在的问题,进而结合两江新区发展实际,从优化政府调控的角度提出编制基础设施近期建设规划,并从编制周期、编制内容、编制深度等角度探讨了方法和思路.最后,研究基础设施近期建设规划编制及实施的保障措施和制度性安排,推动从完善规划编制协调机制、完善规划实施监督机制、建立基础设施综合数据库三方面加以改进,以提升近期建设规划作为政府宏观调控重要手段的有效性、可操作性和可实施性.%As a planning innovation at the practical implementation level,the immediate planning now is facing new missions and requirements under the background of the supplyside structural reforms.The paper firstly reflects on current methods of the immediate planning and its implementation,analyzes existing problems,and then puts forward a new way to formulate the infrastructure immediate planning from the perspective of optimizing the government regulation and control based on the actual development conditions of Liangjiang New Area.The paper also discusses the formulation period,content,and depth of infrastructure immediate planning.In the end the paper studies the corresponding guarantee measures and institutional arrangement for applying the infrastructure immediate planning and articulates improvements from three aspects including improving its formulation system,promoting its supervision mechanism,and establishing a comprehensive infrastructure database,in order to enhance the effectiveness,operability,and enforceability of the infrastructure immediate planning as an important means of macroeconomic regulation by the government.
