城市的规划建设和发展变化是一个漫长的过程,只有立足于较长的时间跨度,才能更加客观、理性地审视规划实施的有关问题.从历史研究的角度,对60年前八大重点城市规划的实施情况进行了专题讨论.在新中国成立初期的时代背景下,八大重点城市规划在总体上得到了良好的实现,但规划实施中的问题也是不胜枚举的.制约规划实施的矛盾,突出表现在城市规划的整体性与建设实施的分散性、近期建设与远景发展、多部门配合与协调的矛盾,以及工业和国民经济计划多变等.60年前城市规划实施的情形,与当前规划实施的局面有着惊人的相似.高度重视规划管理工作的经验积累与科学总结,是保障城市规划实施及促进规划学科发展的关键所在.%The planning,construction,and development of cities is a long process,it needs a longer time span for a more objective and rational comprehension of the implementation of the planning issues.This paper makes a special case discussion of the implementation of planning of eight key new industrial cities formulated 60 years ago.Under the background of the early period of the founding of the People's Republic of China,the planning of the eight cities has been well implemented in general,but there are a lot of problems certainly.Restrictive contradictions include the integrity of urban planning and the dispersity of construction,the recent construction and long-range development,coordination of multiple departments,as well as the polytrope of industrial and economic plan and so on.The situation of the implementation of urban planning 60 years ago are strikingly similar to today.It is crucial of the accumulation of experience and scientific summary of planning management for the implementation of urban planning and the development of planning science.
