高等教育信息化是加快高等教育改革发展，提高教育质量的有效方式。以教育信息化推动教育现代化是当今世界教育改革与发展的共同趋势，这一点在地方本科院校转型发展中尤为重要。当前高校信息化建设呈现诸多特点：一是高校信息化基础设施建设初具规模；二是信息技术与高校各领域的整合越来越紧密，教学模式发生了巨大变化；三是高校信息化建设经费投入逐年增加，高校决策层对高校信息化建设越来越重视。以重庆第二师范学院为例，也存在着缺乏顶层设计和统一规划、系统集成度不高、网络信息安全重视程度不够、信息资源建设和信息化队伍建设不够、信息化系统利用率不高等问题。因此，新建应用技术型本科院校应采取从构建信息化管理机制、与商家合作建设、均衡“三件”建设、建立合理的资源环境、吸取他校经验教训等方面入手的策略加强和优化教育信息化建设。同时，运用“互联网+校园”和“互联网+教学”的理念构建“十三五”智慧校园建设框架，未来的发展方向应以“顶层设计、统一标准、数据共享、硬件集群（虚拟化）、应用集成、一站式服务”为规划建设理念，建设符合学校办学特色和发展需要的“智慧校园”。内容包括：智慧校园网络体系、基于云服务的数据中心、功能完善的网上办事大厅、智慧课堂、协同创新的科研实践平台、实时智能的决策支持、智能化校园环境、集成性系统平台等。在信息化建设过程中不但要不断适应社会、经济高速发展的需要，而且还应根据自身的特色和差异性，摸索出适合应用型本科院校信息化建设的特色发展之路。教育信息化建设是一个系统化工程，既不能盲目跟风，更不能止步不前，新建应用型本科院校要把握好教育信息化改革的时机，全面推进智慧校园建设。%Higher education informatization is an effective way to speed up the reform and development of high-er education and improve the quality of education,and making use of educating information to promote educational modernization is the common trend of the world education reform and development,which is very important in the transformation and development of local colleges and universities. There are many characteristics in the construction of information in colleges and universities:Firstly,information infrastructure construction in colleges and universi-ties has begun to take shape;Secondly,information technology and the integration of various fields in colleges and universities is becoming more and more closely,the teaching mode has changed greatly;thirdly,the investment of information construction in colleges and universities has increased year by year,university decision- making layer pays attention to information construction in colleges and universities that is becoming more and more obvious. However,taking Chongqing University of Education as an example,there is a lack of top-level design and unified planning,system integration is not high,the network information security is not paid enough attention to,informa-tion resource construction and information technology team construction is not enough,and the use of information systems is not high. Therefore,the new application technology oriented undergraduate colleges should take the strategy to strengthen and optimize the education informatization construction from the construction of information management mechanism,cooperating and construction with business,balancing the construction of“three pieces”, the establishment of a reasonable resource environment,and lessons from the experience and lessons. At the same time,we construct 13th plan of five-year wisdom campus frame with the“Internet plus campus”and“Internet plus teaching”philosophy,the future direction of development should be to“top-level design,uniform standards,data sharing,hardware cluster(virtual),application integration,one- stop service”for the idea of planning and con-struction,construct“smart campus”to conform to school characteristics and development needs. The content in-cludes:the smart campus network system,the data center based on cloud services,the fully functional online serv-ice hall,an intelligent classroom,collaborative innovation research and practice platforms,real-time intelligent de-cision support,smart campus environment,integrated system platform and so on. In the process of information con-struction,we should adapt not only to the needs of social and economic development,but also to the own character-istics and differences,and we should find out the way for the development of information technology in the applica-tion oriented undergraduate colleges. Education information construction is a systematic project,so we cannot follow the trend blindly,but we cannot stop,and we must grasp the opportunity to reform the education information,and promote the construction and development of the smart school comprehensively.
