从公共伦理主体角度探讨食品安全问题解决之道

     

摘要

Food safety issues from the perspective of public ethics subject mean that the government integrate the social resources,use public power to ensure that the food non-toxic,harmless,meet nutritional requirements,to prevent or put an end to food may lead to human health adverse effects on biological,chemical and physical factors or state in order to protect the health interests of the publics.As the countries of the socialist market economy of China,the government can implement strong macroeconomic regulation and control,this means that the public the ethics subject of food safety regulatory responsibility is to his or her duties.Compared with Western countries food safety regulatory approach for the problems we have put forward a proposal to enhance the effectiveness of supervision to the public ethical subject:the subject to create a simple,fast rights procedures; increase efforts to punitive damages; improve the coordination department of political status and social regulation.%公共伦理视域中的食品安全问题是指以政府为核心的公共部门整合社会资源、运用公共权力,确保食品无毒、无害、符合营养要求,防止或杜绝食品中可能导致对人体健康产生不良影响的生物、化学和物理因素或状态,以维护公众身体健康利益的问题.我国作为社会主义市场经济国家,政府可以实施强有力的宏观调控,这意味着公共伦理主体承担食品安全的监管责任是其应尽的职责.和西方国家的食品安全监管模式进行对比后,针对我国存在的问题,提出了公共伦理主体提升监管效能的建议:主体创建简便、快捷的维权程序;加大惩罚性赔偿力度;提高协调部门的政治地位和推动社会性监管.
