我国推行强制社会医疗保险的法理基础

摘要

随着我国经济发展和社会进步,基本医疗保险的不公平性愈加明显,全民强制参保可以促进基本医疗保险的公平性、提高医疗效率及保证基本医疗保险的可持续发展.因此,文章从我国国情出发,分析了我国基本医疗保险体系的现状,提出了基本医疗保险存在的问题,对实施强制社会医疗保险的正当性、合理性、可行性和形式合法性4个方面分别作了论证,提出推行强制社会医疗保险是我国健康事业发展的必要之举.%With the economic development and social progress,the unfairness of social basic medical insurance becomes more obvious.The universal compulsory insurance can help improve the fairness of medical insurance,improve medical efficiency and improve the sustainable development of social medical insurance system.Therefor,this article,from the perspective of national conditions,analyzes the status quo of Chinese basic medical insurance system,puts forward the issues of medical preservation,and gives demonstration in the implementation of the legitimacy,rationality,feasibility and form legality of compulsory social medical insurance.It is necessary to promote compulsory social medical insurance for the development of national health.
