家庭医生制度绩效评价指标体系构建研究

摘要

目的:构建一套适宜当前社区卫生服务发展实际,以家庭医生制度为基础的科学的绩效评价指标体系,以促进家庭医生制度的健康发展和顺利实施。方法在文献、文件分析和对实施家庭医生制度的 SWOT 分析的基础上,初步确定家庭医生制度绩效评价指标体系,采用 Delphi 专家咨询法,对咨询结果进行统计分析,确立评估指标体系。结果最终指标共有106项,其中一级指标6项,二级指标21项,三级指标79项。一级指标投入状况、基本医疗、家庭医生服务、健康管理、发展指标、感受度指标的权重系数分别为0.0625、0.3750、0.2875、0.1375、0.0750、0.0625。结论本研究所建立的指标体系能真实反映家庭医生制度下的社区卫生服务状况,有较好的代表性和可测量性,比较适合现行家庭医生制度。%Objective This article proposes a new framework of Performance Assessment Indicators for Family Physi-cian System according to the current community health service practice,in hopes to facilitate the health development and smooth implementation of the system. Methods Based on Literature and paper analysis and SWOT analysis of the Family Physician Sys-tem implementation,this article firstly put forward a rough framework of performance assessment indicator system,then after sta-tistical analysis of the Delphi expert consulting results,the final version of indicator system was established. Results The final performance assessment framework had 106 indicators among them 6 first grade,21 second and 79 third grade. The weight coeffi-cients of first grade indicator,Basic Healthcare,Family Physician Service,Wellness Management,Development Indicators and Satisfaction were 0. 062 5,0. 375 0,0. 287 5,0. 137 5,0. 075 0 and 0. 062 5,respectively. Conclusion The proposed per-formance indicators framework can truly reflect the community health service conditions. They are representative and measurable and more suitable for the current family physician system.
