The most difficult thing in our water conservancy development is capital deficiency. According to statistics, foreign investment in water conservancy development only accounts for three percent of our total foreign capital introduction. Foreign direct investment in water conservancy makes up only 0.2 percent of total foreign investment in China. To change this situation, China’s water conservancy department is taking active measures to introduce more foreign investment.
